Break-in - Doritis Zone 1 (Jalan 31/164)

We wish to share with you that a break-in occured in Doritis Zone 1 (Jalan 31/164) on 10 June 2008, around 12.30pm. Please read the following post from their website.

Once again, we would like to remind all Canal Gardens residents to adhere to the security procedures and please ensure that you are part of the "QA" i.e. performing Quality Assurance check and feedback or even tick the security off if they are not performing as per SOP where they need to register visitors as well as contractors.

If you, as a resident, enters and exits Canal Gardens without car sticker and/or access card, we would need you to show the example and duly register with the security as well .... No More Angkat Tangan only. We have seen some residents who actually screamed at the security for stopping them when they have no sticker or access card. This is not the way to treat the security who is doing their job for us, the residents of Canal Gardens.

So, my friend ... auntie / uncle / brother / sister / pakcik / makcik / tuan / puan / cik / saudara / saudari ... Tan Sri or Dato Seri ... if you forgot to bring your access card and so happen driving some other car without the sticker ... please lah register. It only takes a minute. The committees will be paying you a visit should we received any reports from the security on residents who are reluctant to cooperate.

We wish to inform all residents that a break-in occurred in Jalan 31/164 on 10 June 2008 at 12.30 pm when the occupants were not at home. The robbery was committed by 4 young individuals (2 men and 2 women) who had registered their entry with the guards and had the vehicle detail recorded.

As a result of the above incident, the security provider implemented the following additional security measures:

  • All suspicious vehicles entering Doritis Zone 1 residential area will be escorted by the mobile patrol unit to the respective houses.
  • All contractors/visitors entering Doritis Zone 1 are required to display the visitors' placards on their lorry/car dashboard. The guards will also check on suspicous vehicles parked within the residential area (without car stickers and visitors pass)

We would greatly appreciate the understanding and cooperation of all residents in informing your visitors of the new security procedure. We would also appreciate that all residents remain vigilant at all time and inform the guards of any suspicious characters and vehicles in our area.

The new security procedure may impede the smooth entry of visitors into our residential areas but it will go towards protecting our family from harm's way.

Recycling Day - July 2008

Yes ... Our monthly Recycling Day is here again. We have a couple of volunteers who will be helping out and we do hope to see more participations from all of you.



So come and join us next Sunday, 6th July 2008. We are "open" from 10am to 3pm ... we normally need an hour (3pm to 4pm) to sort out the "recycables", weighing the them and getting the vendor to load them into their trucks.

Foul Smelling Smoke from Illegal Open Burning

Surrounding areas like Putra Heights is also affected by foul smelling smoke from illegal open burning. Seems like our Wakil Rakyat is aware and doing something to help ... there has been much more issues and much more often that these issues were being highlighted in the news.

FOR the past six years, residents of Bukit Lanchong, a neighbourhood at Putra Heights, have had to put up with foul smelling smoke from illegal open burning.

Many have got so used to the whiff that they brush it off as nothing, or just simply think that it is peat haze blowing in from neighbouring Indonesia.

Putra Heights resident Ericson Fernandez did not know how serious the open burning was until he noticed his two-year-old daughter coughing continuously and she has since been put on an inhaler.

Curious about where the smell came from, Ericson stumbled across an illegal dump site that he claimed has become a site for burning manufacturing and industrial waste.

“There was a bad stench coming from the ground. Every week there would be at least three periods of open burning, but it had slowed down in the past three weeks after it generated some interest with the authorities,” he said.

“The burning hours have also changed. It usually starts at around 11pm until about 2am to 3am, at a time when people are already sleeping so they would not notice anything.

“When morning arrives, our houses will be enveloped by a thick layer of man-made fog,” Ericson explained.

Another resident Teh Yee Wen has been following the case since moving to Putra Heights about two years ago.

“My nose is sensitive. I would bleed when the smoke gets overwhelming and it can even cause grogginess,” said Tee, who also had signatures from over hundred of residents protesting the open burning.

Other than Bukit Lanchong, another site previously threatened by similar open burning was Kampung Johan Setia along the Kesas Highway.

Chui Wing Hoe from Bandar Puteri Klang said the smoke could even be smelt from as far as his house when the burning takes place.

“Depending on the wind direction, the smoke can come up to our place and also Kota Kemuning and USJ. Although there is few cases of open burning now, there is still no permanent solution.

“We don’t know when it will come back,” Chui said.

While Bukit Lanchong reeks with the burning stench from an illegal dumpsite, it has been confirmed that the burning sites at Kampung Johan Setia were farmand that had been abandoned by the landowners and taken over by illegal immigrants.

Ericson wants to know why air pollutant index (API) readings are only conducted in the mornings and evenings when the real burning happens at night.

“Right now, I don’t think I’ll ever put this issue to rest as no long-term solution has been worked out. I’ve been exchanging numerous emails with our Kota Raja MP Dr Siti Mariah Mahmud who has been empathetic and even brought up the matter in Parliament,” Ericson said.

Dr Siti Mariah said the Department of Environment (DoE), the Subang Jaya Municipal Council (MPSJ), and the Petaling District Land Office were aware of the issue.

“I’m not sure at what stage it is at now as I’ve not met up with the DoE on this. However, I understand that these culprits dig very big holes in the ground to do the burning inside, after which the holes are quickly covered up.

“The DoE will have to catch these culprits red-handed,” she said.

Dr Siti Mariah also said the authorities were left with one alternative to solve the problem at Kampung Johan Setia, which was to issue summonses to the landowners who didn’t take care of their land.

“However, the problem now lies in identifying the landowners, which can be difficult as there are no marking on the borders of the land.”

She said while the onus is on the Land Office, any action would have to be coordinated at the state level which falls under the portfolio of State Environmental Committee chairman Elizabeth Wong.

“One department cannot ask another to do something without an order from the state. We need a coordination,” she said.

Selangor DoE director Che Asmah Ibrahim said landowners had been identified for some of the illegal burning sites at Bukit Lanchong and two court cases are being prepared.

She claimed that there was no more open burning at Kampung Johan Setia except when there is a dry spell.

“However, we are continuing to monitor it. Several steps have been taken so far, like getting the Drainage and Irrigation Department (DID) to deepen a drain to contain water to put out fires as a temporary measure.

“Water sources were not easily available previously, making it difficult for firemen to battle the blazes,” Che Asmah said.

She added that the state government had commissioned a study on the appropriate land use for the area.

“We have a list of over 1,500 owners but no markings have been made to show which plot of land is whose. Illegal immigrants have also taken over the abandoned land and they can only be caught while in action of lighting a fire.

“We have engaged the Global Environmental Centre (GEC) to carry out a study on suitability of soil use, which should be ready by mid-July. The GEC has been involved in a lot of big study cases in many areas in this region including Indonesia,” she said.

Wong, who admitted she has yet to visit Bukit Lanchong, confirmed that the DoE has indeed filed two investigation cases on two landowners for allowing open burning.

“Since it’s private land, there’s no way for us to cordon it off. The place is quite big, but only two lots are used for the open burning.

“Ideally, the landowners should be more responsible. However, we have a lot of witnesses so we trust the owners will appear in court,” Wong said.

She said the two lots could be confiscated as a last resort.

MPSJ president Datuk Adnan Md Ikhsan claimed he was not aware of the matter, but urged the public to give him information on the site and he would then take immediate action.

“If it’s an illegal dumping site, then we will have to take action and issue compounds. If it happens to be one of our contractors, we will terminate the contract immediately.

“This is an issue I will not tolerate and will not hesitate to go all out to nab the culprits,” he said.

Hi, regarding about the security problem, I’m wondering how come there is so easy for an outsider to enter our housing area without any security check at the guardhouse. I have come across this matter for so many times. I have a few visits from my cousin and friend. The guard didn’t bother to register the visitor. I have experience it by myself before that I try to enter at the visitor lane, and the guard allowed me to enter directly without any checking. 

‘WHAT KIND OF SECURITY IS THIS?’ We need tighter security this housing area.

Volunteers Needed - Road Reps

Looking for volunteers to join us ... Canal Gardens Residents Committees 2007/09. We have "vacancies" for the following:
  • Road Rep for Roads A
  • Road Rep for Roads B
  • Road Rep for Roads C
  • Road Rep for Roads D
  • Road Rep for Roads K
Here are the perks and/or benefits:
  • No salary or allowance - it is all in the name of "volunteerism" - you may even need to fork some money (few ringgits here and there lah)
  • Can spend a few hours here and there (monthly or a few months once lah) ... mostly to help "distribute" information or flyers from time to time ... attend to complaints ... help highlight issues during our monthly meeting
  • Can jaga our monthly Recycling Day - typically First Sunday of the month - on rotation basis - so you only spend two (2) hours per every two (2) months
  • Participate in our monthly meeting - typically First Friday of the month - meeting typically takes around two/three (2/3) hours
  • Participate, plan, help out, offer extra pair of hands/legs, attend "office-hours" meeting (not compulsory though!!!) ... e.g. Family Day, Golf Tournament, Festival Events etc.
  • All on voluntary basis - "no force one"

A little background on the CGRC ..........

Canal Gardens Residents Committees 2007-2009 comprises of volunteers who were elected at Kota Kemuning Canal Gardens Residents' Annual General Meeting (held on Sunday, 28th October 2007 at Centre Park's Basketball Court).

These volunteers are normal residents of Canal Gardens, just like you and me or your neighbour buddy-buddy. We all have a day job (some even have two jobs) ... kita suma kena cari makan juga. We all go through daily traffic jam in the morning and evening. Some already left their homes by 6.30 am!!! We have our own families to look after - sending the kids to school, making sure they complete their homework, taking take of our elderly parents etc. We all, just like everybody else in Malaysia and Singapore, look forward to the weekends, public holidays and cuti-cuti sekolah.

But we all still try our very best to squeeze some time to plan and participate in CGRC activities which are mainly for benefits of the Canal Gardens residents - Recycling Day, Family Day, Golf Tournament and the Monthly Meeting.

The CGRC members do not get any salary or allowance - not even discount for our own activities like Family Day and Golf Tournament. Some of the members spent their own money, sponsored gifts, and even made some personal sacrifices here and there for the overall well being of Canal Gardens. Some of our committees attend meetings held during office hours because the developer and other government agencies insist on doing it during "office hours".

All in the name of helping to make Canal Gardens a better place for you, me and our families to live in, to play in. The community is growing. New residents are moving in, more issues popping up like the continuos concern on security, some loose-cannons are driving recklessly, lalangs, canal aka longkang besar and dengue cases ...

So come and join us. Pinjam tangan, pinjam kaki, Bersama-sama kita seiring sehati, Pastikan Canal Gardens satu contoh "GREAT" komuniti!

Rebate in Three Minutes

The process of getting fuel subsidy rebates will be simple and will only take three minutes, Pos Malaysia Bhd said.

At a press conference yesterday, Pos Malaysia executive director Datuk Abu Huraira Abu Yazid said car owners only needed to do the following to get the cash rebate:

> Go in person to any of the country's 683 post offices,
> Bring your identity card,
> Provide your car registration number, and
> Fill a money order form.

Rebates can be claimed from tomorrow (14 June) until March 31 next year for those who bought new or renewed their road tax between April 1 and May 31 this year. For those after June 1, claims can be made from July 1.

Three minutes. That's about how fast vehicle owners can claim the cash rebates.

This assurance came from Pos Malaysia Berhad (PMB) executive director Datuk Abu Huraira Abu Yazid.

Vehicle owners can get their cash rebates of up to RM625 from 683 post offices nationwide beginning tomorrow.

He said those who renewed or bought their road tax from April 1 until May 31 this year were the ones eligible to start claiming the rebate beginning tomorrow until March 31 next year.

He said these groups were categorised under phase one of the implementation. The vehicle owner must be present with their original identity card and fill-up a simple form that would be given by the post office staff.

“After the form is filled, the details will be verified with Road Transport Department’s system database.

“Once that is confirmed, the thumbprint of the owner will be required on the form, before the cash is handed over. It is a simple process,” he told a press conference at PMB near here yesterday.

Abu Huraira said those who did not want to queue up could fill up the form and drop a section of it into a special box while keeping a customer's copy for themselves.

“Once the owner receives the money order, the person can either cash it at post offices or at banks,” he added.

He said vehicle owners who had renewed or plan to renew their road tax from June 1 until March 31 next year could start claiming their rebates starting from July 1.

On June 4, Prime Minister Datuk Seri Abdullah Ahmad Badawi had announced the new fuel price of RM2.70 a litre for petrol and RM2.58 a litre for diesel. In line with that, owners of private vehicles with engine capacity of 2,000cc and below would enjoy a RM625 rebate.

Owners of private pickup trucks and jeeps with engine capacity of 2,500cc and below will also receive the rebate. Owners of motorcycles of 250cc and below are eligible for a RM150 rebate.

How and When You Can Claim Your Cash Fuel Subsidy?

An article to share with you on how and when you can claim your cash fuel subsidy from Paul Tan's Raves and Rants on the Automotive Industry.

As all of you probably know by now, those who own a car with an engine displacement of 2000cc and below, and have a road tax disc which will be renewable from the 1st of April 2008 and the 31st of March 2009 will be eligible to a RM625 cash subsidy in the form of a postal order.

Those who have already renewed their road tax between the 1st of April this year up to the 31st of May 2008 will be able to pay a visit to one of 683 post offices nationwide and claim your cash subsidy. For those whose road tax expires after the 31st of May 2008 all the way up to the 31st of March 2009, collection of subsidy can be done from the 1st of July 2008 onwards.

All you need to do is bring your IC, and the post office will look it up in the JPJ database to see if you qualify for the subsidy. Identity will be verified using fingerprints.

UPDATE: There is one additional piece of information which I believe has not been released before. A person can only receive subsidies for a maximum amount of 5 vehicles, which can be a combination of motorcycles, trucks or cars. If you have more than 5 vehicles, you will not get subsidies for all of the vehicle’s road tax.

Suggestion - Barbed Wire on Fences

Hi, I think security is perhaps the foremost of most people's minds given the rising crime rates. Can I suggest we take some funds raised from our recycling days to buy barbed wire and put it on top of the fences which we deem vulnerable? This would prevent cases of people climbing in and out of the fences.

Security Breached at Road A

We need more pro-active residents like Ong (who took the trouble to email and sent us the photos below ... and who has also highlighted the security issue plus suggestions previously). It is important to highlight security breaches or issues and share with the rest of the residents so that we all can play our part to make sure that Canal Gardens remain safe for our families.

Just to highlights on the security breached mentioned in the blog. There is another security breach last week at Road A (sometime 20 May 2008). This time it happened during broad day light somewhere in the afternoon. We saw an Indian man climb over the security fence at the end of Road A, near the electricity pylon. The fence is 'bengkok' now. (will upload the picture of the fence). Just an update to you guys and as an evidence that the area in Road A is very fragile to security breach.

Two Weddings and A Missing Manager

A manager with a country club in Kota Kemuning allegedly succumbed to temptation and took off with RM17,000 from two wedding dinners last Saturday. The newly-weds decided to settle the outstanding amounts with the ang pau they collected from guests and well-wishers. They had earlier paid a total deposit of RM20,000.

The manager, with the club for about seven months, even took off with the company car, a Nissan Sentra, alleged a source in the club’s higher management.

“There were two functions — one for 250 people in our ballroom and another for 180 at our restaurant,” he said.

The manager had collected the RM17,000 from the two functions about 9pm but about an hour later, one of the assistant managers began to suspect something amiss.

“She contacted me to ask if the manager was having dinner with me outside the club,” he said.
They then tried calling the manager via walkie-talkie and his cell phone but there was no response.

They then went to the manager’s house. It was past midnight and he was not at home.
“We lodged a report at the Shah Alam police station,” said the source.

Shah Alam police chief ACP Noor Azam Jamaludin confirmed the report. They are still trying to find the manager.
The case is being investigated under Section 408 of the Penal Code.

Feedback from Residents - Security Around Road A & B

We welcome and appreciates feedback and suggestions on any matters that will benefit the residents. Here's an email from one of our residents, Ong, with regards to our present security conditions. Security is one of the key items which the committees discusses and deliberates in every of our monthly meeting. The current security is under the developer's control and we are working very hard to ensure that the services rendered are worth the fees we pay.

Dear Canal Gardens Committee Members,

First of all thanks for all efforts puts in for the betterment of our housing area.

The blog is a great effort to have a better communication and collaboration between the residents. Bravo!!!!

Saw comments on the brighter lighting which has definitely has managed to lit up some of our area. Nonetheless at the end of Road A, the lighting is still very poor. As noticed, the canal/park lighting around the canal stop at Road B. The distance between the last canal/park light between Road B and street lighting in Road A is far and thus leaving a very dark area in the place. Wondering why the canal/park lighting stop there? In term of security, from Road B onward, the perimeter fencing is a wire barb fencing which can be easily climb over or dig underneath. As the area is already dark coupled with only a low wire perimeter fencing, matter is worsen as there are bushes just outside the perimeter fencing, the area is really a security hazard. There is no way our security guard will notice anyone climbing over from this area!!!!!! The resident here is already suffering the double standard (short changed by developer) of having just the wire bard fencing instead of the nicer and more security effective wall fencing and lousy landscaping, we hope it could be fair to us in this area.

Suggest improvement to that area as follows:

(i) Build higher wall fencing with spikes;
(ii) Another pole of canal/park lighting should be install there. (just because the area is at the end of the housing area with no visibility to public does not mean the developer should neglect us).
(iii) Frequent patrolling (we noticed that there is normally no guard station around at the 2nd exit station after late night)

Another security problem wishes to highlights is how easy an outsider can come in into our housing area. All he or she need to do is sometime ‘angkat tangan’ with the guard at the visitor lane or just say ‘hantar orang’ or ‘ambil barang’ even at night time…. Guess this is very serious offence by the guard and they dun seem to be bother to try to register the visitor. As we all agreed that we wanted a tight security, those action should be seriously avoided action must be taken against those guards.

Police Station in Pandan Perdana Not Functional

The featured article was plucked from The Star, Metro Section, 6th June 2008. The residents in Kota Kemuning face the same challenge where we must go all the way to Section 11 (Ibu Pejabat Polis Daerah Shah Alam) to lodge police reports. And we do have a balai polis supposedly in Kota Kemuning. This is an unnecessary hassle to the residents.

Why have a police station in a housing area when you can’t make any reports in it?

This was the question asked by the residents of Pandan Perdana in Ampang, who expressed their frustration at having to drive all the way to Pandan Indah if they needed to file a report.

“There is no sense in having a police station that doesn’t function like one,” said Pandan Perdana Residents’ Association chairman A.C Lim.

Lim said the station took up the two shop lots on Jalan Perdana 6/8 which was formerly a car workshop, and renovation works at the premises started in February.

“The renovation work is still ongoing while the number of policemen on duty are usually one or two officers at a time,” said Lim.

A visit to the area recently confirmed that renovation was still going on but no workers were present and the premises was locked. A police officer stationed in the lot adjacent to the police station said that all reports had to be filed at the Pandan Indah station since it was better equipped.

However, he was not able to comment on the renovation.

Lim hoped to see the police station to be operational soon with more police officers on duty to curb the escalating crime incidents in the area.

Opening Burning ... Pollution ... Solution, Finally and Hopefully

Some actions are being taken by our wakil rakyats to help curb the opening burnings which has become rampant and causing health problems to many. Click here, for previous write-ups on haze and smoke.

From The Star, Metro Section (6th June 2008):

Landowners at Kampung Johan Setia will face court action or have their land titles revoked by the Selangor state government if they fail to take care of the land and avoid open burning.

State tourism, consumer affairs and environment committee chairman Elizabeth Wong said the government had identified 1,512 landowners holding Temporary Occupancy Licences (TOL) on 1,183ha of agricultural land nearby.

“The land was awarded in good faith, unfortunately, they did not take good care of it, left it abandoned and allowed it to be taken over by trespassers who caused the open burning.

“We want all the land owners to be responsible and the state government will not hesitate to take back the titles if they fail to take care of the land,” she said after visiting some of the open burning sites.

Department of Environment director Che Asmah Ibrahim, Kota Raja MP Dr Siti Maria Mahmud and representatives from various agencies including Rela, the Fire and Rescue Services Department, the Land Office and the Drainage and Irrigation Department were also present.

Wong said the government had ordered the Land Office to conduct a detailed survey to identify the boundaries of each plot of land.

“The government has tried to bring some of the land owners to court for causing open burning but the cases were struck out because the authorities failed to prove the exact boundaries of the land where the fires occurred,” she said.

Wong added that the detailed survey by the Land Office would assist in legal issues.

Wong said many landowners left their land idle, giving an opportunity for trespassers to clear the land and hire illegal immigrants to carry out farming.

“We realise that going after the illegal immigrants will not serve as a long-term solution and we have to get to the root of the problem,” she said.

The trespassers started fires to clear the land and the smouldering peat soil usually released thick smoke and haze that, since the late 1990s, had engulfed surrounding areas including Shah Alam, Klang and Kuala Langat where more than 200,000 people were affected.

Wong also said the state government had appointed an experienced consultant, Global Environment Centre, to work with the related government agencies to find effective ways to prevent open burning.

She added that the immediate steps taken so far were damming part of a nearby river to raise water level at the peat area, building more dams at critical dry areas and diverting water from adjacent rivers to the peat areas.

Follow Up Part 2: Rumput dan Lalang

Complaint was lodged on 21st May and follow up with additional enquiries on 26th May, 1st June and 5th June (today). Still awaiting for response - nothing from MBSA.

If there's no response by next Monday, we'll just try our wakil rakyat again.

And please be aware of snakes too ..... as some residents have been noticing quite a few recently especially with the overgrown lalangs near the canal.

Recycling Day - June 2008

Come and support our neighbourhood monthly recycling program this Sunday. The collections from these recycling programs are channeled back into our community activities. Last month's response was lukewarm ... We want to see more participation.

So, come and bring your "recyclables" to us. Come and support our monthly community event, and have a chat with the Canal Gardens Residents' Committees.
